David Rebuck, the longest-serving director in the history of the New Jersey Division of Gaming Enforcement (DGE), bids farewell after leading the regulatory body for an impressive 13 years, marking a remarkable chapter in the Garden State’s history spanning over 36 years of service.
Effective from March 1, Deputy Director Mary Jo Flaherty steps into the role of interim director.
Rebuck’s journey with the DGE commenced in January 1988 as its deputy attorney general, offering legal counsel and shaping legislation.
His trajectory took a pivotal turn in early 2010 when he assumed the role of senior policy advisor in the governor’s office under Chris Christie, eventually being nominated by Christie to helm the DGE.
Following his interim directorship in April 2011, Rebuck officially took the reins as director in January 2012.
His tenure witnessed a significant transformation in New Jersey’s gambling landscape, notably the overhaul of the New Jersey Casino Control Act, delegating numerous responsibilities to the DGE previously held by the Casino Control Commission.
Rebuck spearheaded the implementation of new casino regulations, culminating in their adoption in December 2011.
The most profound changes under Rebuck’s stewardship were the legalization of online gambling and sports betting in New Jersey.
In February 2013, New Jersey led the nation by introducing legal internet casino gaming, followed by the launch of legal sports wagering in August 2018 post the repeal of PASPA.
The impact of these reforms resonated in New Jersey’s financial milestones, with total gaming revenue soaring to a record $5.78 billion in 2023.
Igaming revenue surged to $1.92 billion, while sports betting revenue surpassed $1.00 billion for the first time, bolstered by a staggering $11.97 billion handle.
Matthew Platkin, New Jersey attorney general, paid tribute to Rebuck’s legacy, acknowledging his pivotal role in propelling New Jersey into a new era of gambling.
Rebuck, in turn, expressed gratitude for the collaborative efforts that shaped New Jersey’s gambling landscape, emphasizing the collective achievements over individual accolades.
Stepping into Rebuck’s shoes, Flaherty assumes the interim director role with a wealth of experience, having been an integral part of the DGE since 1979.
Platkin lauded Flaherty’s extensive regulatory experience, underscoring her capability to lead the division effectively.
However, there are murmurs of skepticism regarding Flaherty’s appointment, with some questioning the decision amid Rebuck’s towering legacy.
